4.2 MTPY EXPANSION OF STEEL COMPLEX

A. Background
Libyan Iron and Steel Company (LISCO) is the only
company in GSPLAJ producing rolled steel products in both long
and flat categories. LISCO operates the integrated steel plant,
Misurata Steel Complex (MSC), which has been in production since
1989. MSC is based on the Direct Reduction-Electric Arc Furnace
(DR-EAF) route and was initially designed for a liquid steel
production of about 1.3 million tons per year (mtpy),
corresponding to finished steel output of about 1.1 mtpy. Over
the past few years, the finished steel capacity of MSC has been
gradually raised to about 1.7 mtpy through augmentation of
production plant units. The major production facilities
presently installed in the steel complex are as follows:
- 2 x 550,000 tpy capacity Midrex DR modules for production of
DRI
- 1 x 650,000 tpy capacity Midrex DR module for production of
HBI
- Steelmelt Shop No. 1 (SMS-1) for billets/blooms, comprising 3
x 90t, 45/54 MVA EAFs, two (2) 6-strand billet casters and one
(1) 4-strand bloom caster
- Steelmelt Shop No. 2 (SMS-2) for slabs, comprising 3 x 90t,
45/54 MVA EAFs, two (2) 1-strand slab casters
- 2 x 200,000 tpy capacity bar and rod mills (BRM)
- 120,000 tpy capacity light & medium section mill (LMSM)
- 400,000 tpy capacity wire rod mill (WRM)
- 580,400 tpy capacity hot strip mill (HSM)
- 140,000 tpy capacity cold rolling mill (CRM) complex
- 80,000 tpy capacity galvanizing line
- 40,000 tpy colour coating line
B. 4.2 mtpy Expansion
LISCO has now embarked in the expansion programme to increase
the plant capacity from 1.7 mtpy to about 4.2 mtpy. The above
expansion would be carried out by maximizing the liquid steel
production from the existing two (2) Steelmelt Shops, i.e. SMS-1
and SMS-2 by converting all existing six (6) EAFs to UHP
(90MVA)/EBT furnaces. Also, corresponding up-stream and
down-stream plant units have been finalized/getting finalized to
co-relate with the increased liquid steel production. Along with
the production plant units, power, services and utility system
of the steel complex would be augmented to meet the additional
requirements.
C. Offers for Services & Utility System
For augmentation of the existing water system, as well as yard
and utility facilities, following two (2) tender documents have
been finalized and ready for issuance to bidders:
a) Augmentation of Central Water System and New Circulating
Water System (Specification No. TS-15N):
Brief Scope of Work indicated in Annex-1.
b) Yard Piping, Cabling, Roads, Storm Water Drainage and
Sewerage (Specification No. TS-17N): Brief
Scope of Work indicated in Annex-2.
These two (2) projects will be executed on a turnkey basis.

ANNEX - 1
LISCO – 4.2 MTPY EXPANSION OF STEEL COMPLEX
AUGMENTATION OF CENTRAL WATER SYSTEM
AND NEW CIRCULATING WATER SYSTEM
(SPECIFICATION NO. TS-15N)

SCOPE OF WORK
-
1.0
Capacity of the existing Central Water Station (CWS) needs to be
enhanced by installation of new pumps, heat exchangers, filters etc. in
the existing water circuits .i.e. indirect cooling water (ICW) circuit,
direct cooling water circuit for steel plant (DCWS) as well as
installation of one new re-circulating water system consisting of pumps,
cooling towers etc. for fume duct cooling system of Steelmelt Shop-1.
The broad scope of work shall include design and engineering,
dismantling and disposal of existing equipment which need to be
replaced/ refurbished for expansion, procurement, manufacture, and
supply of plant and equipment, inspection and shipment including
transport, unloading and storage at site, civil and structural steel
work, erection of equipment, testing and commissioning of the supplied
equipment & systems and demonstration of performance guarantees, supply
of drawings and documents, supply of spares for one year’s normal
operation and maintenance, supply of special tools and tackles and
training of personnel.

2.0 Indirect
Cooling Water (ICW) Circuit
2.1 The following additional equipment need to be installed in the
existing ICW circuit in the available space at CWS:
- Three (3) Nos. new pumps, identical to existing pumps(3360 cum/hr
capacity & 74.5 mwc head or 4518 cum/hr capacity & 66 mwc head ) in the
existing pumping system .
- Nine (9) Nos. new plate type heat exchangers identical to existing and
each having capacity of 1005 cum/hr cooling range of 19 deg.C in the
primary side.
- A new complete RCC emergency over head tank of capacity 750 cum/hr at
30 m staging height.
- Two (2) Nos. diesel engine driven vertical type pumps, each of 2,700
cum/hour capacity and 70 mwc head.
- A DN 600 pipeline parallel to the DN 800 line to feed new OHT, one new
pipeline to be laid from SMS area to the new OHT.

3.0 Direct Cooling Water System for Steel Plant (DCWS)
3.1 The following additional equipment need to be installed in the
existing DCW circuit in the available space at CWS:
- One (1) No. pump identical to the existing one, 3438 cum/hr capacity
and 74 mwc head, to be installed in the existing DCW well.
- Two (2) Nos. new heat exchangers, identical to the existing PHE 1400
cum/hr and cooling range of 13 Deg.C. in the available space at CWS.
- Two (2) Nos. additional pressure filters identical to the existing
normal and maximum capacity of 658 cum/hr and 715 cum/hr respectively in
the available space at CWS.

4.0 New recirculating water system for fume duct cooling system
for EAF’s of SMS-1
4.1 For fume duct cooling system for EAF’s of SMS-1 one new ICW
re-circulating circuits will be provided comprising of the following:
- Four (4) Nos. (3W+1S) horizontal split case centrifugal pump of 1,200
cum per hour capacity and 50 mwc head.
- One closed type cooling tower having four (4) cells (3 W + 1 S) having
flow trough the tube bundles 1,200 cu m per hour and cooling range of 10
degC.
- Associated civil and structural work for Recirculating pump house,
cooling tower, etc.
- Single girder EOT crane of suitable capacity and span to suit the RCPH
building size for handling of equipment of pump house.
- Interconnecting Pipework associated with the above within the battery
limit with construction of necessary structural trestle etc.

5.0 Sea water system
5.1 The following modifications will be undertaken in the existing sea
water system:
- The life of the flake lining provided in the over ground MS pipe for
sea water application in TS-15 area has already expired. These pipelines
will be changed with suitable FRP pipeline.
- In existing DR plant DCW circuit plate heat exchangers secondary
circuit inlet/outlet pipe line of sea water supply head as well as
individual heat exchangers inlet outlet pipe lines to be changed to FRP..
- During changing of MS flake lined sea water pipes to FRP pipes the
piping arrangement to be modified to install isolation butterfly valves
on individual return headers of sea water from each DCW circuit before
joining with the common return header.
- A portion of underground sea water pipe line ( DI) from intake pump
house to TS 15 area is of DI material of construction to be changed to
FRP and to be laid in trenches/underground.
- The sea water return lines modified to have free discharge to avoid
maintenance of individual lines.

6.0 Make up water system
6.1 The existing make up water system will be augmented by installing
the following new facilities:
- Two (2) Nos. on-ground RCC tank of capacity 500 cum to store de-mineralised
water.
- Three (3) Nos. pumps (2W + 1S) pumps of capacity 350 cum/hr and head
50 mwc.

7.0 Tender scope of work will also
include all inter connecting piping for all utility, seawater and other
water and necessary electrics and instrumentation. The tendered scope of
work will also include extension of fire water ring main along with
double headed landing valves, isolation valves, hoses and hose boxes (as
per international norms) in TS -15 area. Tendered scope of work will
also include fire water ring main along with double headed landing
valves, isolation valves, hoses and hose boxes in new recirculating
water system area.

LISCO – 4.2 MTPY EXPANSION OF STEEL COMPLEX
YARD PIPING, CABLING, ROADS, STORM WATER DRAINAGE AND SEWERAGE
(SPECIFICATION NO. TS-17N)

SCOPE OF WORK |
-
1.0 GENERAL
1.1 The scope of work under this specification on a lumpsum basis for
implementation of the new yard services shall generally cover detail
design and engineering, dismantling and disposal of existing equipment/
structures/pipelines which need to be replaced/ refurbished for
expansion, procurement and supply of pipework and components for all
gaseous and steam services, supply of fabricated structures for trestles
and galleries, construction of in-plant roads including connection with
existing plant road network, laying of all buried pipework, procurement
and supply of all cables, all civil and structural steel work, erection
of pipework and steel structures for pipe trestles, erection of
structures for cable gallery and laying of cables, testing and
commissioning of the all pipework and components, testing and
commissioning of all types of cables, supply of drawings and documents
including bill of materials and technical catalogues, operation and
maintenance manuals, supply of spares for one year’s normal operation
and maintenance, supply of special tools and tackles and supply of
commissioning spares

2.0 SCOPE OF
WORK FOR DIFFERENT SERVICES
2.1 Yard piping
2.1.1 Supply, installation and testing of yard piping for the following:
- Pipework for supply and return of direct and indirect cooling water.
- Pipework for supply of potable water from suitable tapping points from
existing network.
- Pipework for extension of fire water ring main with hydrants as
necessary from suitable tapping points from existing network and
distribution up to the battery limits of the production and auxiliary
facilities.
- Pipework for new make-up water network from central water station.
- Pipework for emergency water from existing tapping point up to the
battery limit of new over head tank and from over head tank battery
limit up to the Bar Mill & LMSM feeding line. Pipework also includes
lying of a parallel supply header from central water station up to the
existing valve pit.
2.1.2 Construction of junction, drainage, inspection and valve
pits etc. and taking new taps from the existing pipe network. Tenderer
shall provide valve in each TOP of the plant suppliers and in valve pits
for underground pipes shall be provided.
2.2 Yard cabling – Power and Control
2.2.1 Supply, installation and testing of yard power and control cables
for the following:
- 30kV plant power distribution feeders, arc furnace
feeders including control cables and pilot wire protection cables.
- 10 kV power distribution feeders including control cables.
2.2.2 Supply and installation of straight through joints, end
terminations, cable glands, cable markers and all other necessary
accessories for installation of new cables as well as dismantling of
existing cable as specified.
2.2.3 Supply and installation of cable trays, cantilever arms and
vertical supports for cable trays, clamps and necessary accessories for
laying cables in tunnel and cable gallery.
2.2.4 Supply and installation of copper conductors and all installation
accessories for earthing of cable trays in cable gallery/tunnel and
cable gallery support/structure.
2.2.5 Construction of earth stations for earthing of cable gallery and
support structure.
2.2.6 Providing passive fire protection measures for cabling system,
after installation covering, necessary provision of fire resistant
boards, fire resistant sealing compound and fire resistant paint.
2.2.7 Supplying all materials and accessories, not mentioned above
specifically but required to complete the modification/ new job shall be
provided by successful Tenderer.
2.2.8 Design, engineering and preparation of all erection drawings as
required to complete the work.
2.3 Yard cabling – Communication
2.3.1 Supply, installation, testing and commissioning of an interplant
communication cabling network taking into consideration the
communication requirement in expansion areas and formation of an
integrated cable network serving all the communication facilities. The
scope of supply shall include the following:
- Requisite length of multipair Jelly filled telephone
cables for laying underground on cable trays in cable
tunnel/trench/cable galleries and multipair PVC insulated dry core
unarmoured telephone cables suitable for indoor use.
- Distribution cabinets of required cable pair termination capacity to
be installed inside the battery limits of ‘Others’ including the
termination of underground telephone cables.
- Cable terminal boxes of suitable cable pair termination
capacity to be installed inside individual plant units/ buildings
including termination of underground telephone cables.
- Wiring and termination of multipair switchboard type
telephone cables from cable terminal boxes or distribution cabinets to
the common cable terminal box of an individual plant unit/building being
supplied by ‘Others’.
- Earthing electrodes and other associated materials to
form a separate earthing system for the plant communication system.
2.4 Road lighting
2.4.1 The scope of work for the road lighting shall include supply and
installation of the following:
- Lighting distribution boards.
- Galvanised Steel tubular poles with foundations.
- All lighting fittings complete with accessories.
- 1 kV grade power and control cables, cabling installation accessories,
earthing stations and earthing materials with all accessories.
- Galvanised steel pipes for road crossings and cable protection.
- All other materials and accessories as required to complete the
installation although these may not be specially mentioned.
- Design, engineering and preparation of all erection drawings as
required to complete the job.
2.5 Civil work for Yard Piping and Yard
Cabling
2.5.1 Civil work for yard piping shall include detail design of
foundations for structural trestles for yard piping and construction of
foundations for trestles including supply of construction materials
2.5.2 Civil work for yard cabling shall include detail design of
foundations for structural cable galleries for laying all cables and
construction of foundations for galleries including supply of
construction materials
2.6 Civil work for Roads and Road Lighting
2.6.1 Roadway shall include all roads and parking areas for the new
facilities within the augmentation scheme including supply of all
construction materials all protective works such as encasing ducts and
pipes etc under roads required at road crossing for utility, electrical
and communication lines.
2.6.2 Foundations for road lighting shall include design and
construction of foundations for galvanised tubular poles for road
lights.
2.7 Civil work for Storm Water Drainage
2.7.1 Scope of work envisaged under the contract shall include but not
be limited to the following:
- All roads side gully pits, inspection pits etc
- Pumping stations with pumps, motors, pipework and other auxiliary or
using the existing pumping station with necessary modifications.
- Suitably connection with the existing outlet duct and outfall weir or
other discharge arrangements as necessary.
- All other miscellaneous and incidental work such as drains at the
steel storm water drainage system etc.
2.8 Civil work for Sewerage
2.8.1 Scope of work envisaged under this contract shall include but not
be limited to the following:
- All underground sewers required for the extension of existing
facilities & new facilities envisaged during the augmentation.
- All manholes etc.
- Connection with existing lift pump houses including new pumps, motors,
pipework, electrics, instrumentation and other auxiliary equipment.
- Supply of one (1) sewer cleaning machine for maintenance of sewerage
system.
